Company History
Limited Liability Partnership Kazakhstan Petrochemical Industries Inc is Project Operator of the “Construction of the first integrated gas chemical complex in Atyrau oblast” (hereinafter – Project) and created on the base of the Government Decree of the Republic of Kazakhstan No. 101 as of January 29, 2004.

- “SAT & Company” JSC — 49%
Company aims and goals
The strategic aim of the Company is to become effective and highly profitable local producer of polyethylene, polypropylene and other products of gas and oil refinery to 2015.
The Project is developed in the frame of the Program of petrochemical development in the Republic of Kazakhstan for 2008-2013 years, approved by Decree of the Republic of Kazakhstan as of January 29, 2004 No. 101, with aim of large volumes of gas consumption at Tengiz deposit as a primary resources for the Complex on petrochemical production with added value on the internal and export markets.
The project is included into program “30 corporate leaders of Kazakhstan” and also into the list of strategically investment projects approved by Decree of the Republic of Kazakhstan as of 1 September 2009 No. 1293.
The construction of the Project on production of polypropylene is the first stage on creation in the region of petrochemical cluster with the following high technology base production of the industry.
The Project provides the application of modern technologies of world level on the high level of propane processing (the First Stage) and ethane (the Second Stage) with production of the following types of commercial output of polypropylene – 500 000 t/year and polyethylene – about 800 000 t/year.
The territory of the Complex shall be located in 33 km to north-east of Atyrau city, in 8-9 km north to north of Karabatan. The territory is located near to existing railway (9,2 km), highway (6,3 km), water pipe, power network and pipes for transportation. In choosing of the site and plots planning, all safe directions were taken into account in accordance with generally accepted international standards and positive engineering-technical practice.
In the result of the Project realization creation of more than 30 000 working places and production of more than 3000 types of end production is planned in the frame of industrial park located on the territory of FEZ in Western Kazakhstan, development of small and medium business, extension of the tax base and also development of the allied industries.
Activity directions
- Provisions of actions necessary for and connected with engineering, projecting, construction and attraction of financing from third parties for the Project, consisting among other things of Ethane Cracker, Propane Dehydrogenation Installation, Ethylene Dimerization, Poliolephine installations and additional plant facilities and also necessary offsite facilities, such as power station in Karabatan, railway station, gas pipes, monomer pipes, highways and other infrastructure
- Implementation of customer functions and development of the Project according to the project agreements, purchase and construction for the Project and according to all existing agreements
- Production and sale of industrial production, produced by the Project including all products of oil and gas refinery
